About U.S.A.

The total population of the U.S. is about 230,000,000, of which 80% are white men while black men account for about 10%, other nationalities account for the 10% left. Comparing the population of the U.S. and the global, the U.S. population is not very high. The United States, however, consumes about 60% of global resources. No other country can match the wealth of American society.

The size of the United States is very large. Thus, the weather across the country is very different. New York, Boston, Chicago and other eastern states have distinct seasons, and will snow in winter. The Florida, Miami and other places are tropical. The California, Washington and other western states have the most pleasant weather in the U.S. while Central and southern interior and other states are more drying.

Historically, the United States does not participate much in foreign affairs. Its officially set foot on the world political stage is due to two world wars. Especially in World War II, the United States was the Allied arsenal. Its military industry helps the U.S. out of economic difficulties and became an economically powerful nation. The war had not made a significant destruction in the United States, and which is one of the small number of nation that can save the countries national strength during World War II. Moreover, the European countries has been drained of their strength by the war. Therefore, the U.S. can further elaborate its influence and it is still the world's most powerful national nowadays.

The development of all aspects of American society embodies the pioneering spirit of the Americans. Continuous innovation and the respect of talented people is the core of the success the United States. The U.S. continues to attract talented people from around the world for national development, and which gives the United States scientific and technological power. Equal and fair society in the U.S. let its people have equal opportunity to give play to their strengths. Its stress on freedom and systematic social structure has attracted people from around the world to develop in the U.S. Many of which who study in the United States, have the opportunity to develop in the U.S. after graduation.

Eligible Criteria

Eligible investors include those who:

1. Establish a new commercial enterprise by;
   
   • Creating an original business;
   • Purchasing an existing business and simultaneously or subsequently restructuring or reorganising the business such that a new commercial enterprise results; or
   • Expanding an existing business by 140% percent of the pre-investment number of jobs or net worth, or retaining all existing jobs in a troubled business; and
     
2. Who have invested, or are actively in the process of investing, in a new commercial enterprise:
   
   • At least $1,000,000; or
   • At least $500,000 where the investment is being made in a targeted employment area; and
     
3. Whose engagement in a new commercial enterprise will benefit the American economy and:
   
   • Create full-time employment for not fewer than 10 qualified individuals; or
   • Maintain the number of existing employees at no less than the pre-investment level for a period of at least 2 years, where the capital investment is being made in a troubled business.

Each year, the USCIS make available 10,000 Immigrant Visas under this category, 3,000 of which are set aside for those who apply under the Immigrant Investor Pilot Program involving an USCIS-designated "Regional Centre".

The applicant must be able to provide documentation which clearly demonstrates the applicant's investment in the commercial enterprise, such as proof the investment comes from a lawful source of funds.

Once the EB5 Visa is granted, the investor will be allowed to enter America as a conditional permanent resident for 2 years after which time they may apply to remove the conditional status.

"troubled business" is a business that has been in existence for at least 2 years and that has lost 20% of its net worth over the past 12 to 24 months.

"targeted employment area" is an area which has experienced unemployment of at least 150% of the national average rate or a rural area as designated by the Office of Management and Budget.

"Regional Centre" is one which:
Is an entity, organization or agency that has been approved as such by the USCIS;
Focuses on a specific geographical area within the United States; and,
Seeks to promote economic growth through increased export sales, improved regional productivity, creation of new jobs, and increased domestic capital investment.

Application Procedures

• Investors may receive a conditional green card in six to twelve months.
• The investment cannot be changed for at least two years.
• Investors may apply to remove the conditional status according to their actual operation after two years.
• Spouse and unmarried children under the age of 21 can also obtain green cards.
• Applicants can be accompanied with a lawyer at the interview. The lawyer will be responsible for the explanation of investment matters, and the applicants need not to answer in English.
